The Ballast Water Management Plan (BWMP) should be much more than a regulatory paperweight that meets the check-box requirements on the PSC inspectors sheet. The BWMP should have specific operating instructions for the system fitted to the ship. It should contain information on contingency measures, system design limitations, and it should have mitigation measures and notification protocols for cases where a system must be bypassed and the ship needs to return to compliance with the
D-2 standard.
